Barbara Spoonhour, Director of Energy and Environmental Programs, has been with the Western Riverside Council of Governments (WRCOG) since 2001. Ms. Spoonhour oversees the HERO Program. To date, over $1.3 billion in applications have been approved and over 14,000 projects totaling over $280 million have been completed. The HERO Program is active in 137 municipalities in the Counties of Fresno, Imperial, Kern, Kings, Merced, Mono, Napa, Orange, Sacramento, San Diego, San Mateo, Santa Clara, Santa Cruz, Solano, Stanislaus, and Ventura. In addition to the HERO Programs, Ms. Spoonhour oversees the Western Riverside Energy Leader Partnership, which is a public-private partnership with Southern California Edison and the Southern California Gas Company that promotes jurisdictional leadership for the promotion of energy efficiency.
