As a resident of the Coachella Valley since 1980 Paul Quill began his local career in Golf Resort development as a golf course construction manager for Indian Wells Associates/Vintage Properties at the Tom Fazio designed Vintage Club golf courses here in Indian Wells.
Prior to taking the position at the Vintage Club Mr. Quill received his degree in Agronomy and Plant Genetics with from the University of Arizona. Throughout his time at the University Mr. Quill gained valuable experience in golf management at such notable golf clubs as Congressional Country Club in Potomac Maryland, Tucson National Golf Club and McCormick Ranch in Scottsdale.
During the last 32 years Paul has been involved in all aspects of Golf Resort design and development here in the Coachella Valley. Having constructed the Ted Robinson golf courses for Sunrise Company at The Lakes Country Club and Palm Valley Country Club Mr. Quill joined Ernie Vossler’s and Joe Walser’s Landmark Land Company Team in 1985 working primarily in land development construction management and as golf course construction and land development support for PGA West, Mission Hills Country Club, The Citrus Course, Oak Valley Golf Club, Moreno Valley Ranch and various construction management roles at the La Quinta Golf and Resort complex.
In 1991 Paul moved back to Sunrise Company to lead the Land Development efforts for the yet to be developed Indian Ridge Country Club. Sunrise Company’s efforts to start Indian Ridge Country Club in that year were thwarted by the downturn in the valley real estate market and overall California economy. After assisting Sunrise in the forward planning efforts for Indian Ridge Mr. Quill moved on to Del Webb Corporation to head up the land development efforts for the new Sun City Palm Desert. As Vice President of Land Development, Paul was responsible for virtually all aspects of the land planning, engineering, design, entitlement, infrastructure construction and golf amenity construction for this master planned community. Paul led these efforts from entitlement and groundbreaking to the successful closeout of this highly amenitized 5000 home 2000 acre community. Quill successfully negotiated one of the most complex Master Sewer and Water Agreements with CVWD as well as the successful re-designation of Sun City Palm Desert out of FEMA’s Federal Insurance Rate map Alluvial Fan Flooding Zone into a safe zone thereby eliminating the need for the residents of the project to pay for flood insurance.
Mr. Quill headed up the acquisition, land planning, engineering, design, entitlement, and land development management for the enormously successful startup of Sun City Shadow Hills by Del Webb, a 3000 home active adult, 27 hole golf resort master planned community in the Shadow Hills area of North Indio. Through the course of his career Quill has entitled and developed commercial and industrial projects in association with his master planned community efforts.
Mr. Quill’s experience and qualifications range the gamut of large scale master planned community development. His knowledge of the local Coachella Valley entitlement processes within the various jurisdictions and the County of Riverside is unsurpassed. From a thorough knowledge of the CEQA process and Subdivision Map Act to hands on construction management Mr. Quill has a firm grip on all aspects of master planned community design and development.
In early 2004 Mr. Quill began operating as a land development specialist as owner of Quill Enterprises LLC, a Land Development Consulting firm. Mr. Quill is now and has continually represented several large landowners in the Coachella Valley assisting them in project management, land planning and entitlement processing to enhance the long term value of their properties. Quill has been and continues in the role of Project Manager for the 5000 acre Travertine Point Specific Plan, a 16,655 unit new town concept planned in both Riverside and Imperial counties in the southeastern Coachella Valley near the Salton Sea. The Travertine Point Specific Plan was approved by the Riverside County Board of Supervisors on December 13th 2011 and the Imperial County Board of Supervisors on January 8th 2013. Quill also served as the project manager for the 3,500 acre Mecca Specific Plan surrounding the hamlet of Mecca until the economy began to falter in 2007. Additionally Mr. Quill served as a commissioner for eight years on the La Quinta Planning Commission and continues to be involved in several Coachella Valley economic development efforts primarily related to Salton Sea Restoration. Quill serves as a Director on the Board of the Salton Sea Action Committee, a 501 C-6 nonprofit whose mission is to facilitate Salton Sea Restoration. Quill also serves on the Board of the Torres Martinez Desert Cahuilla Wetlands and is a member of the Salton Sea Ad-Hoc Financial Committee. Quill is married 26 years and has a son and daughter attending college.
