Joseph Byrne, Chair, of Los Angeles, is an of counsel attorney in the law office of Best, Best & Krieger, LLP and is a member of the firm's Environmental & Natural Resources Law, Special Districts, Municipal, and Business Services practice groups.  Previously, he was a partner in a leading public law firm. He also worked in the California State Assembly from 1998-2002, where he served as counsel and chief water and public safety policy consultant to the Speaker of the Assembly. He also serves on the Board of Directors of the Tierra del Sol Foundation.
